It depends on the state. For example, Florida and New Jersey use 40 correct out of 50, so the basic miss count is 10. Pennsylvania uses 15 correct out of 18, so the basic miss count is 3.
Why does New York mention road-sign questions separately?
New York's learner permit rule includes both an overall score and a road-sign condition. You need at least 14 correct overall and at least 2 of the 4 road-sign questions.
Can a practice score guarantee I will pass?
